Three biomes from level 1 to the current cap of 15, in the order that keeps your equipment ahead of the content — which in Windrose matters more than your character level.

What this guide is

A run-along checklist, not an article. Windrose has no daily or weekly reset — progress here is permanent for a save, so nothing on this page clears itself.

The rule the whole route is built around: upgrade your equipment before you worry about your character level. Windrose weighs your weapon's Attack Power and your armour's Defense Power against the enemies of an area. Walking into a level-6 region with level-3 gear is a far bigger disadvantage than being a few character levels short.

So the priority in every biome is the same: biome resources, then weapon upgrades, then a full armour set, then backpack and tools, then ship equipment, and only then quests and the boss. Defense Power is calculated from your armour as a whole, so a single neglected piece drags your whole protection down.

Wording used in the steps

Shorthand in the step text, not tags.

Attack / Defense PowerThe numbers that actually gate a region. Compare them against the area's enemies rather than trusting your character level.
RestedA large stamina-regeneration buff from sleeping. Higher base Comfort makes it last longer, which is why decorating is worth real time.
PostureBreak an enemy's posture and you get a punish window. This is what the hit-and-run rhythm is for.
PiastreFaction currency, spent at Tortuga. Easy to waste on decorations before your ship can safely farm more of it.
FavorFaction reputation, earned by handing in insignias and Letters of Favor.
Plague zoneCursed Swamps hazard. A meter fills while you are inside it and kills you at full — leave and let it drain.

Stage 1 — Coastal Jungle: your starter island29

Roughly levels 1–5. Get the island working for you before you go looking for trouble.

Do these before seriously exploring or fighting. Rested transforms stamina regeneration and two food buffs give you more survivability than your early stat points will. Coconut and crab are the safest starter foods because they need little or no combat.

  • Get the Rested buff up, and keep it up

Build something compact and functional before a large decorative settlement. Two kilns and two furnaces process materials fast enough without turning the early game into a construction grind. Comfort is worth real effort though — it extends Rested, and the current maximum of 35 Comfort gives a little over 50 minutes.

Character XP comes mostly from completing quests and locations, not from repeatedly killing enemies. Exploration, points of interest, treasure sites and quest chains are your levelling route — conventional mob grinding is not.

Before the first naval battle0 / 7

Do not follow the quest straight into the first serious naval fight. Your ship has four progression slots — Cannons, Hull Modification, Boarding Party Gear and Naval Tactics — and a difference of a couple of equipment levels changes naval combat dramatically. Repairing at a Wharf costs only 20 Wood and recycling a ship returns its materials, so experimenting is cheap.

  • Craft all available ship equipment

Stage 4 — Tortuga and the factions19

Reputation comes from handing in insignias and Letters of Favor — a Letter is worth 10 Favor, and higher-grade insignias progressively more. Ranks need 100 Favor for Rank 2, 300 for Rank 3 and 600 for Rank 4.

  • Brethren of the Coast to Rank 2
    Your first major reputation goal — Rank 2 unlocks the Brig design for 1,000 Piastre.
  • Smugglers of Port Royal to Rank 2–3
    Rank 2 gives improved hull options; Rank 3 unlocks Naval Tactics.
  • Rogue Buccaneers to Rank 2–3
    Upgraded 12-pound and 24-pound cannons.
  • People of Tortuga
    Building plans, decorations, food and natural-resource contracts. Useful, but least urgent for combat progression.

Do not sink your early Piastre into decorative unlocks before your ship can safely farm naval encounters — the ship is what earns the rest.

    The source of Hardwood and Tree Bark. Saplings give ordinary Wood, not the special materials.
  • Start a large Flax crop
    Plant early — you will need a lot of Linen Fabric for equipment and future ships.
  • Build the new crafting stations
  • Upgrade ship cannons, hull and Boarding Party Gear
  • Raise Brethren reputation to Rank 2
  • Build a Brig
  • Complete quests and points of interest
  • Prepare for the second boss

Iron, Hardwood and Tree Bark, and Flax are what take your character and ship equipment toward level 10 — your first real Foothills objective.

  • Refine Iron to unlock the Fishing Rod recipe
  • Craft a Fishing Rod
  • Build a Spinning Wheel
  • Process Flax into Linen Fabric
  • Set up food from Fish Fillets, Salt and Foothills crops
    Some of the strongest practical food buffs available at this stage.
  • Find the summonable boar Truffle in a point of interest
    Not a damage dealer, but a good distraction or temporary tank in hard fights and boardings.
Fit out the Brig0 / 6

The Brig should become your main combat ship through the Foothills — more cannon capacity than the Ketch, and better suited to the stronger ships appearing here. Cargo vessels now become a good source of Piastre, insignias, Wood and naval supplies.

Mire Metal Ingots come from Ancient Scraps plus Quagmire Powder, processed in a Large Smelting Furnace. Quagmire Powder is usually the bottleneck, because it drops from humanoid enemies rather than nodes.

The design unlocks from the Brethren provisioner at Rank 4. Flax and Hardwood are the usual bottlenecks, so start farming and refining them well before you unlock it. The 50 Shipwright's Tools cost 500 Piastre. A fully upgraded Frigate is currently the strongest practical naval goal in the game — Brethren for tankiness and cargo, Blackbeard for manoeuvrability and heavier cannons.
